I think that $99 is a good price for them to pay you to take that game off their hands.

are there actualy more copies of this game than jag cd? i heard its bad, but if it was a pack in, then why are here soo many seperate copies?

Perhaps they stopped making the Jag CD before they ran out of copies of it? Probably planned to shift a lot more CD Units than they did.
Or perhaps they got a conscious and decided to stop inflicting such dire crap on people
