I have a loose Ikari Warriors, but I am not sure what this is. Maybe PAL. 
PS: I have no NTSC ROM, so its maybe not dumped.

Maybe or maybe not.
Let's count them up like the others and see. I bet Out of Control, Ikari Warriors are far less in amount than the others. I have seen all but a few in several years of Out of Control. Besides my own NTSC Ikari Warriors I know of one other.

I agree that Out of Control should be a 10 in rarity. As well as these NTSC carts:
-River Patrol
-Color Bar Generator
-All NTSC Bomb carts
-Lochjaw
-X-Man
BTW, I also think Obelix and Quadrun NTSC should be a 9's.
