The first one is good but the environments are a little bland (the entire game takes place around Washington D.C. and, as you can imagine, you're treated to a lot of stone-based grays and whites).
The second game is much better with more colorful and varied environments. But the first games does help to set up the second game's storyline. I'd recommend both if you can find the first game cheap. But if you're only interested in playing one, play the second one for sure.
