The Manual
As always, you really should read the manual. In case you don't have the manual, AtariAge has a typed copy available online. Unfortunately, it doesn't provide any specific hints.
We played this game once before in the High Score Club, you might want to check out that thread for more hints.
Deteacher
You can sort of "freeze" Bluto in his tracks for a short time. If you're on one side and you want to keep him on the other side a little longer, you can bait him to throw bottles at you. Just stand on the same level as him and wait until he starts throwing. He won't move until he throws all 3. Use that time to gather hearts/notes/x's on your side of the screen.
In level 1, you can use the middle ladder to lure Bluto onto the 2nd level...just don't go all the way down the ladder. Go down all but the last step. Once he drops down and starts throwing bottles, shoot back up the ladder and resume your collecting.
In level 2, you rarely have to leave the top floor. Using the "freeze Bluto" technique, you can keep going from one side to the other, collecting 500 point notes. Once you get the hang of this, the only time you'll need to drop down is to grab the spinach.
In level 3, This is a lot like level 2. You should rarely ever have to leave the top level, except to get the spinach. Just keep sliding across and grab the 500 point x's.
Overall, Bluto is not a very large threat. The bottles from the Seahag are the real enemy in this game. Once you learn to control Bluto, you should be able to rack up some serious points.
