I think they meant to do $10 like a couple other similar auctions. It looks like they may have stopped fulfilling recent $1 auctions (from their feedback):

I've noticed that as well. In his mind he seems to think that makes his auctions stand out from the crowd. In my mind it makes him a dumb*&^. To each his own I guess. I'd never buy anything from him. Of course that list is pretty long for many dumb*&^ sellers on ebay.
