When I turn my white Wii off, it has an orange light. A red light indicates some kind of issue or problem, typically if I have something unplugged. With the Red wii, it goes to red light when I turn it off. Is this normal, a color-based decision from Nintendo, or is there something actually wrong with my apparently functional console?

From my experience with the Black console, the Wii has three color lights:

Green - system is on

Yellow - system is off but in Standby Mode. This means the Wii Connect feature is turned on and the console is able to receive internet updates to the weather and news channels along with Emails from Nintendo (disk slot will flash blue when a Nintendo Email is received)

Red - system is off and Wii Connect is turned off.

My console is kept in stand-by mode, so when I'm not playing, the light is Yellow. But if there is a power interruption (I live in Florida, home of the infamous power company Florida Flicker & Flash), the Wii will reset and the light will be red. Once I turn the system on and then off, the light returns to Yellow and stand-by mode.

Sounds to me like your Wii is working perfectly and that you just have Wii Connect turned off.

If you tap the power button (or power the system down from the controller), it will go into standby mode. If you hold the power button for a few seconds, it will power off fully (no Wii Connect like Mendon described).

Agreed with both Mendon's assessment, and Austin's instructions for normal operation.

I doubt that they would change the codes just because your Wii is red.

That only applies if you have WiiConnect24 turned on.

Like Mendon already said, if you have it turned off like many of us do (Since it keeps the system so warm and doesn't really offer many benefits), the Wii will always display a red light when turned off since it always goes to the standby mode with wifi turned off.
