One of the Williams licenses (in addition to Robotron, Defender and MKIII) that Atari was able to purchase, was the classic game of Joust.
It only made sense to Atari to may an upgraded form of the classic.
High Voltage was hired to do the translation and work with Atari's producers to do the classic title justice.
The game's original concept started out as a first person perspective, free flying combat sim where you were placed in an arena.
There of course were platforms (analgous to those in the original game) where eggs would hatch, and riders would await their steeds.
There were several types of Dactyls to ride, and there were more weapons than just landing on your opponent (or getting your lance higher than his). For example, your dactyl would have a breath weapon or some other projectile. The game was progressing quite well, but before long, it had become apparent that the game concept had more than slightly stretched the Jaguar's texturemapped polygon handling ability. As such the game has had to undergo a concept change. Exactly what that change is, and how far removed it is from the original concept has yet to be seen. Time will tell.
