I wouldn't necessarily assume that. If the console is in good shape, as are the controllers and PSU, I would say it is worth a bit more like $40, IMHO. Condition is the key tho. As for the value of loose games...this is a very general question. It really depends on the game titles and condition of each. Some are only worth a buck or two. Others, like Tank Command, can be worth upwards of $100 loose.
For me, it is all about the "package deal" you are getting. Itemizing the cost of each thing is very hard to do and can lead to an unrealistic sale / purchase price. As a seller, I usually will offer a buyer a much better deal if they are buying a big lot like that. Part of the price savings is because I only have to pack one box and ship to one person. The other huge reason for offering a "package" discount is based on the buyer being OK with the "Package Price". This keeps the nickel and dime style breakdown from happening. Not only does this save me time as a seller, but also it is way less frustrating. Just my opinion tho.
I would suggest that you look at the overall package and the price, and how this relates to your budget, expectations and want for this purchase. If it meets your budget, fulfills your expectations and meets your wants...this would be the right buy for you.
