why won't my 2600 display composite video?

I have a 4 switch 2600 that I have tried to video mod a couple of times. The first time I tried just tying all of the sync/luma/chroma together(chris's mod) and none of my tv's would show anything.

The second time I tried Ben Heck's first mod (the one with 2 potentiometers and a 22 ohm resistor).

I have a 1k potentiometer on both TIA pin 5 and 8, and a 22 ohm resistor on pin 7. I have the other side of both potentiometers touching, and have sync and chroma connected there too, and also that is where I have my yellow video cable connected.

Once again, I have triple checked everything and can't find anything wrong. On my HDTV it shows "480i" when I turn it on with a game in, but it is just a black screen. On my SDTV it stays at a blue screen and nothing changes. Going through a VCR to my SDTV has the same results.

If I connect the composite video cable to my rca-coaxial connector and put the tv on channel 2, I can see the game playing in black and white and scrolling up and down. This is weird, because it is supposed to be a composite video signal, not a channel 2 video signal ??

And finally if I plug it into the green spot of the YPbPr on my SDTV I can see the same thing, black and white screen scrolling.

Can someone tell me what I am doing wrong?
