what i need to have is:
Blank EEPROMS for 4k atari games
and eeprom burner
atari game cases
sticky paper to make labels with
and atari cart PCB
would it be cheaper than just ordering a bunch of carts from the atariage store with my game on it?

It depends on how many carts- If you're only doing a few, go through the store.
