I'm sure someone more technical might say otherwise, but i would first start by opening up the back of the cabinet and look for the monitors pot dial controls (There are usually 5 or so little twist dials on the back of all arcade monitors that control various settings like horizontal hold, sometimes color settings ect.) I would suggest slowly turning those while seeing if that fixes the problem first. Please note NOT TO TOUCH the back of the monitor (even if it was just turned off) because it can cause serious injury from high voltage! BE CAREFUL when playing with the monitor from behind. Because my lack of knowledge of how CRT monitors fully work i tend to replace my old monitors with larger LCD screens and use a $50 VGA to Jamma video converter board from jammaboards.com. hope this kinda helps, seeing that no-one else commented yet, i guess some info is better then none.
