I am wondering if I carry out a video mod to enable composite/s-video output on a pal 7800 will it be able to play ntsc 7800/2600(not b&w or rolling picture) games? (or vice versa)

Some 7800 NTSC games will work on a PAL machine but have junk at the bottom of the screen and they'll have the wrong colours and wrong speed too. For example, Robotron hangs when you start a game. Search the forum for more information, PAL/NTSC compatibility has been discussed several times.

The video mod won't help, it's all down to the chip internals of the 7800.
