Was there ever a cartridge that worked on both 7800 and 2600 that actually had 2 versions of the game or special features when used on a 7800? Is this even possible?

Not that I'm aware of. The 7800 diagnostic cart uses both 2600 mode and 7800 mode but it won't plug into an actual 2600 console.
