Everytime i try to open ROM files it says i need to download a program. What is the best free program to open intv rom files?

you mean to disassemble the rom and get understandable code?
should be an option in jzintv package but I do not know exaclty

If what you want is to play a game ROM, you need an emulator for your computer. There are some available with a front-end for Windows, which others may be able to help with. I only know jzIntv, but it is geared towards programmers and runs only in the command line, with no GUI interface.

I once prepared a package with instructions to help you run Christmas Carol with jzIntv and posted it in another thread. Did you ever get it to work? It should be simple to modify it to run other ROMs.
