There are a couple ways you can increase picture quality.
First off is getting the adapter you're talking about. AtariAge sells it here in the Store, and it works very well.
Another is to buy a replacement cable for the 2600. Its a shortened RCA jack that plugs into the Atari itself, and you can't just use any composite cable off of the shelf, you need a super thick one to block out interference.
The last way is to modify it for composite/s-video. If you want the best picture from your Atari, and you have basic soldering skills, I'd look into that. The S-Video picture is unmatched to any RF signal that you can possibly try to clean up.
