What are the best Atari 8-bit disk-based games?...

I'm talking about games that never came out in cartridge format, or, if they did, are extremely rare. (I'm going by Atarimania's numbers, with regards to rarity.) I'm looking for games that came out here in the USA.

Seven citys of gold. Alternate reality city and dungeon, Mule to name a few .

If you did a Top 100, almost all would be disk releases.

Seven Cities of Gold is awesome! I played it on the Macintosh 512K that we used to have when I was younger.

What's frustrating to me is that I've looked at a lot of games on Atarimania that are disk-based, but so many seem to have such high rarity numbers-like7, 8, or 9. :(

There are a ton of great disk only games, the following are some of my favorites.

EA Disk Games - Age of Adventure, Lords of Conquest, MULE, Seven Cities of Gold, Super Boulderdash

The Majority of the Infocom Adventures

Microprose Disk Games - F-15 Strike Eagle, Solo Flight, Silent Service, Kennedy Approach

Random others - Spy vs Spy, Gauntlet, The Ultima Series.

Zorro, the Goonies, American Road Race, Elektra Glide...

But all these were also available on tape (although I am not sure about Elektra glide)

Elektra Glide is terrible on an NTSC machine (and it was released on tape)

+1 for the goonies, although that is an acquired taste, people either love it or hate it.

You do realize that there were actually more Atari games released on disk than on cartridge, yes? Many, many more.
