Sports games are an odd breed. I'd hardly call NHL 96 a "sequel" to NHL 95... although there is stuff that improves (other than the rosters) between games, it started to get quite minor by the time you got to '98 and such where the Genesis was pretty much maxed out.
Remember though, they wouldn't have made all those games if they didn't manage to sell them. I know lots of people who owned 4 straight years worth of NHL games.
As for Mario Kart, you're right that it's pretty much reached it's "ultimate" form... all that can really be improved is the graphics (the characters in MK64 weren't even 3D), and to add new tracks. However, new tracks is pretty much enough to suck me in. I'm not sure what else they could really do to make it more interesting... perhaps new game modes (destruction derby?), or online play, or new characters (note: Diddy Kong Racing had lame characters)... or at least bring back Koopa Troopa... I'm sure Nintendo will do enough to it to justify it's release.
