My dream game, probably most likely for a PC, would be a "Pac Man Construction Set". Construct your own mazes, choose the colors of all playfield elements, program the AI for each monster, set the energizer time lengths, set the point values, perhaps even a graphics editor to make your own bonus fruit objects...
a could happily while away quite a lot of time with that.

There was something similar waaay back in the land of 8-bits called Maze Craze Construction Set. I know that it was released for the AppleII...dunno about other systems.

Frankly, I was more disappointed with never seeing a translation of Pac-Mania for the SNES...given that there was ample opportunity to work with the Mode 7 feature to create mazes that are like the scrollable map in Legend Of Zelda: A Link To The Past.
