It's a character from Magical Drop 3. Can't rememeb the name for the life of me...all I can remember is Justice and the one known to us as "That Fag Magician" due to the evil win streak he once held.

i THINK its "world" from the game selection screen, but i could be mistaken, because didnt "world" have a third eye?
