White label Atari carts?

Take a look at the Pac-man in this pic Pac-Man These seem to show up occasionally. I have a couple of titles myself. They don't appear to be different from the regular cart except the label. Are these promos or dealer copies ? Anyone know?

Donkey Kong also comes with a white label. I'm nnot exactly sure what they are, but I believe they're dealer or service center copies. They're the same as the relesed versions in any case.

John had a huge box of them, so they're not that rare either. I have one of each, they're neat to have.
