You know how back in the day, Activision released a 4 in 1 cart, was like 4, 4k games on one board, and everytime you turned the unit off and on again it would be a different game? How hard is that to do? Is there any programming involved or is basically handled by the hardware of the individual board?

What you describe would be implemented in hardware. A circuit (which may be built into the custom ROM) detects the power cycle and cycles through which 4K of ROM is accessed by the 2600.
