I am a newbie at atari 2600 programming!!! I need help getting the right tia timing and how a tv scanline works and how to count cycles with the tia and tv scanlines. Also I need help for me to understand Atari 2600 opcodes.

I'm afraid you need to be a lot more specific. You've essentially just said the equivalent of:
"I'm trying to learn to speak English. I need help getting the grammar right and how to select the correct verbs. Also I need help with my vocabulary"
That's way too vague a request for anyone to help you. If you can post specific questions or problems people will be more than happy to lend a hand.
