Shill bidding??

I'm pretty sure of it, but what is you guys' opinion?

This is the item i wanted to bid on:

but then i checked the feedback of the current high bidder:

The guy has 21 positive feedbacks from the seller (= xtclaus) over a 2 years period and he hasn't bought anything from anyone else during that time...

It certainly looks like shill bidding a year ago, although I have on several occasions bought 10 or more individually listed inexpensive instruction manuals from the same person and posted 10 or more positive feedbacks when they arrived. With nothing sold in the last year I would consider the seller a new seller. I have gotten some good items from such sellers.

Ideally every eBay auction would start at 1 cent and sell to the highest bidder. Unfortunately, few sellers will sell this way. Most sellers have a minimum price they will accept. Many use a minimum bid. Some use a reserve. A few use a shill bidder. If the seller is selling something you want badly and you are willing to pay more than the shill bid, and are willing to risk dealing with a new seller, I would bid on it.
