It's difficult to control, but it gets easier with practice. Try not to thrust for too long, or you won't be able to stop yourself in time... and as soon as you enter a level, point yourself up and thrust so that you don't slam into the ground right away. Once you reach an "equilibrium" where you sort of hang in the air, keep this going and point yourself up-left and up-right while thrusting slightly to move around. Make sure that when you turn to shoot enemies, that you have enough upwards momentum that you can actually make the turn without crashing.
As for rarity... I don't think Gravitar is all that rare. However, if you have the silver label version, it's extremely rare! This game was an exclusive for a short while (the silver label was what you got), but Atari eventually released it along with it's other games in a red label.
