There was no announcement because it's really not all that interesting. Seawolf 3 is just a late stage WIP of Submarine Commander.

Well there was an announcement on my site, but not on AA.

Seawolf 3 is interesting from a historical standpoint, but not from a technical standpoint.

The color scheme on Seawolf 3 is much easier on the eyes also. (IMO)

No, but it's blantantly obvious that's what it is. Other than the color changes and some very minor gameplay changes, Seawolf 3 is Submarine Commander.

The name was found on the internal source code, so who knows if that was going to be the real name or not? Matt could have been using that as a temporary name or Atari could have been working out a licensing deal. I'll have to ask Matt Hubbard and see what he says.
