One thing I'm going to try if put the Atari thru a VCR then capture the VCR output. I'll let you know if the result of that is any better.
Try using a monitor cable. Plug that into the 'video in' or composite input of your capture card. You will get a much better picture with less RF issues.

Agreed.
Also you can fix the fuzz if you decide to void your warranty on the capture card. You can snap off the plate and adjust the little pots inside of it, for better reception.
My brother was goofing around with my wintv go and he was able to get better reception that way.
