XEGS directly goes to test screen

Hi,

there is a little problem with my Atari XEGS... after power on it directly goes to the test screen. :(
The same happens if I insert a game cartridge.

My brother's XEGS has the same problem...

Any ideas? I think it's a problem with the system ROM... but I don't want to exchange it, if there is another possible solution for fixing the system...
