It's not "a programmer", it's "THE Programmer". It's one of the starter bundles Atari sold back in the day.
If you'd even bothered looking at the picture in the link you posted, you would have seen that the box says, "CONTAINS AN ATARI BASIC COMPUTING LANGUAGE CARTRIDGE, ATARI BASIC SELF-TEACHING GUIDE, AND ATARI BASIC REFERENCE MANUAL".

It's a BASIC programming kit for the 400/800 since they didn't come with BASIC built in.
