I'm not all that smart, is there an easier atari programming guide out there that explains everything line by line ?

I'm dumbfounded on the guides that are out there, they aren't exactly easy to comprehend either.

I must be stupid since I can't grasp programming easily.

Do you already know how to program in another language, e.g. Java or BASIC? If not, you should probably start there instead. The Atari 2600 is very difficult to program, even for experienced programmers.

2600 Assembly programming is not simple. Assembler itself is very difficult to learn, and then the machine has low-level quirks and technical details that you must know down to the last detail. I have been a professional programmer for 20 years, and I would still be challenged by the task. You are not stupid. Well, at least not because of this :)
