Tempest yes, and they recycled the carts, you can clearly feel the holes for switches under the label. So it was a multiswitch thing, before they came up with the menu... It's hard to tell from your screenshot if the dark bands are actual gaps in the letters, or if they're just the scanlines from the screen.
