Reading keyboards on 7800

Hey everyone,
Am I assumming correctly that since the paddles can be read in 7800 mode on a 7800, the keyboards (aka Star Raiders, Basic programming, etc.) can be read also?

Well the 7800 Monitor cart uses them in 7800 mode. :)
