ICE-packer sourcecode wanted

Hello,

for my Jaguar-projects i am using ICE 2.4 a lot, now i am trying to find the sourcecode for the compressing routine, but without any luck so far.
Was the source for the packer-progam (version 2.4 or earlier) ever made available?
Any hints?
