I'm talking about games that never came out in cartridge format, or, if they did, are extremely rare.

You do realize that there were actually more Atari games released on disk than on cartridge, yes? Many, many more.

The Jag was just not designed for 3D.

Of course it was designed for 3D. The thing has a hardware Z-buffer, hardware gouraud shading, and a color mode (CrY) pretty much purpose-built for depth shading.

It just wasn't made for 3D very well.

EGM famously gave AvP an average score of 5 out of 10. That was so ridiculous of them and led me and others to believe they were on the take by Atari's richer competitors who generally could do no wrong in EGM's eyes.

Even more famously, they gave the 32X version of Doom a higher rating than the Jaguar version.

On the other hand, TIA provides 4-bit sample playback or ~5-bit if you combine channels. How many bits can pokey provide for sample playback?

POKEY provides up to four 8-bit channels. People even wrote MOD players for it.
